Chief Executive Officer

Yolette Bonnet has an MBA from Dowling College in NY and is a skilled healthcare administrator and a dedicated advocate for universal healthcare services. Ms. Bonnet joined FoundCare in 2001 as one of the organization’s founding members (FoundCare received its articles of incorporation in 2002), and it was under her leadership that FoundCare became Florida’s first Federally Qualified Health Center Look-Alike in 2010, and in 2013, a funded Federally Qualified Health Center. Ms. Bonnet sits on the Service Board of the Palm Beach County Medical Society, she is a member of the Executive Women of Palm Beach County, and she sits on several healthcare alliance think tanks and committees across Palm Beach County. Ms. Bonnet is recognized throughout the community for her dedication to the people she serves and for her success in making a positive and transformative impact in their lives. In 2006, she received the prestigious Robert Wood Johnson Foundation Community Health Leaders Award. Under her leadership, FoundCare was honored by the Chamber of Commerce of the Palm Beaches with an ATHENA Award in October 2015 and in December 2015. Ms. Bonnet herself was honored by the Association of Haitian Physicians Abroad. As she is committed to humanitarian work both in the United States and abroad, Ms. Bonnet dedicates one week each year to performing missionary work in Haiti or Africa.

Dr. Rik PavlescakRik Pavlescak, Ph.D.

Deputy Chief Executive Officer

Prior to joining FoundCare in 1989 as a volunteer, Dr. Pavlescak worked in the substance abuse prevention field and was an Ohio Licensed Social Worker and a Certified Prevention Consultant. From 1990, he served as a consultant to the agency, writing grants, facilitating strategic planning, and working on other special projects until 2003, when he became the Grants and Education Manager. In 2007, he was promoted to Chief Program Officer, before being promoted to Chief Operating Officer in April of 2012 and Deputy Chief Executive Officer in 2021. Dr. Pavlescak is a member of Leadership Palm Beach County’s class of
2009 and in 2013 he graduated from the UCLA/Johnson & Johnson Health Care Executive Program. Over the last 30 years, Dr. Pavlescak has provided technical assistance, training, consultation, and program evaluation to numerous government and non-profit programs, and has served on various planning groups and committees, including the Oral Health Coalition and the Florida HIV Prevention Evaluation Consortium. Dr. Pavlescak has also served as Chair of the Prevention Section of the Florida HIV/AIDS Community Planning Group and Chair and Co-Chair of the local HIV/AIDS Community Planning Partnership.

Christopher F. IrizarryChristopher F. Irizarry, MPA

Chief Operating Officer

Christopher Irizarry joined FoundCare in 2019 as the Chief Operating Officer. In this role, Mr. Irizarry is responsible for expanding FoundCare’s primary care services to ensure that the organization meets the health care needs of uninsured and underinsured families throughout Palm Beach County. Mr. Irizarry has over 13 years of experience working with Federally Qualified Health Centers (FQHC) at the executive level. In 2006, Mr. Irizarry began his role as President and Chief Executive Officer of the North Hudson Community Action Corporation, the largest FQHC in the State of New Jersey. His tenure there lasted until 2013 when he relocated to South Florida to help transition the Florida Department of Health of Palm Beach County to the Health Care District of Palm Beach County, where he served as Vice President and Executive Director of Clinic Services. In 2018, Mr. Irizarry joined Banyan Health Systems in Miami as their Vice President and Executive Director of Primary Care. Mr. Irizarry received his MPA from the City University of New York. He is also a proud graduate of Leadership Palm Beach County and the UCLA/Johnson & Johnson Health Care Executive Program.

Oneka MarriottArmando Collazo, MD, FACOG, CPE

Chief Medical Officer

Dr. Collazo joined FoundCare in 2020 as the Chief Medical Officer. He has over 30 years of extensive management and clinical healthcare experience with a background in chronic disease care management and population health management analysis for the Medicare and Medicaid population. Dr. Collazo has over 35 years of experience in general practice, as well as obstetrics and gynecology. He received his MD from Universidad Central del Este in the Dominican Republic and completed his residency at the Ponce Regional Hospital in Ponce, Puerto Rico. Dr. Collazo is board certified in OB/GYN, a life fellow of the American College of Obstetricians and Gynecologists, and a fellow of the American College of Surgeons for 30 years. Fluent in English and Spanish, Dr. Collazo is an executive leader that believes in patient-centered care. His passion and commitment to helping those in need, including the elderly, is his greatest strength and an important value he will bring to FoundCare.

Hannah BursonHannah Burson, MBA

Chief Financial Officer

Hannah Burson joined FoundCare as the Chief Financial Officer in January of 2019. In this position, Ms. Burson is responsible for the overall financial strategy and direction of FoundCare. Ms. Burson is an accomplished healthcare executive with over 15 years of leadership experience in accounting for non-profit and for-profit organizations and has experience with partnering with Community Health and Resource Centers to provide patient care solutions and family resources. Prior to joining FoundCare, Ms. Burson held previous CFO roles with Virginia League for Planned Parenthood, Neighborhood Health, and Capital Area Health Network, where she also served as Interim Chief Operations Officer.

Ms. Burson, who has an undergraduate degree in Accounting from Virginia Commonwealth University and an MBA from Averett University, has been instrumental in teambuilding, streamlining financial and procedural policies, as well as implementing accountability systems. She also attended the FQHC Leadership Institute with Athena Health, which allows industry leaders to come together and collaborate on strategies to address the challenges in healthcare.

Christopher F. IrizarryMelissa Pierre, MHA

Chief Compliance Officer

Melissa Pierre joined FoundCare in 2020 as the Director of Compliance, bringing with her over 8 years of legal and compliance experience. Before joining FoundCare, Ms. Pierre worked as a Legal Department Director at a national healthcare staffing organization. In that role, she handled various regulatory requirements and ensured that employees were in adherence with internal procedures and policies. Ms. Pierre earned her Bachelor's of Science from the University of Central Florida and her Master's of Healthcare Administration (MHA) from Florida Atlantic University. She is a member of the Health Care Compliance Association, has her Six Sigma Green Belt Certification in Health Care, and is an active participant in the Kaizen Improvement Process.


Luis LopezLuis Lopez

Chief Information Officer

Luis Lopez joined FoundCare in 2006 as the Information Systems Specialist. With a vast knowledge in IT systems and infrastructure, he quickly earned an executive position at FoundCare, serving as IT Manager and Director of IT, before being promoted to Chief Information Officer. Mr. Lopez holds a BSBA degree in Management Information Systems from the University of Central Florida. Apart from his education and experience, Mr. Lopez presents a strong strategic and business acumen. His expertise throughout his tenure has supported FoundCare's growth objectives.


Luis LopezMarie Presmy, MHA

Chief Program Officer

Marie Presmy joined FoundCare in 2001 as a Site Supervisor for FoundCare's Belle Glade office. Throughout her tenure at FoundCare, Ms. Presmy has held several leadership positions including Regional Manager, Client Services Manager, Director of Social Services, Director of Programs, and finally Chief Program Officer. She has over 29 years of experience working in a healthcare setting with a focus on HIV/AIDS services and a passion for helping underserved populations. Ms. Presmy received her Bachelor's degree in Sexology from L’Université du Québec à Montréal and her Master's in Healthcare Administration from HOFSTRA University in Hempstead, New York. She is fluent in English, Haitian Creole, and French.
